Once you actually LIFT the cylinder you will get oil everywhere as all four corner stud holes will have (quite a bit) of oil in them, once the gasket seal at the base of the cylinder is broken this oil will spill out but this shouldn't happen until you actually separate the two items.
These castings are pretty robust but it's just possible that either the crankcase or cylinder joint face is distorted causing the leak; in that case the brass tube may have been put in by a previous owner to attempt a cure. If so it clearly didn't work!
Suggest that you check out the two joint faces for flatness.

I checked the length of the brass tube and although 20mm tall it does not seem to be bottoming out as there is at least 22mm depth available in the barrel. I also checked the flatness of the barrel and crankcase and they seemed OK.
I did notice a nick in the surface of the barrel I had not noticed before but it does not reach across to one of the studs and not at the front so I do not think that is the problem. Overall I am still not sure, I could try and shorten or remove the brass tube but I think neither will be easy as it extends about 25mm into the crankcase and access with the studs in place is restricted.
