Hard to tell all you have going on there from the picture. The stopper goes in the hole on the brake spindle. The switch mounts so that it contacts the stopper when the brake is in the full up position. The switch also acts to adjust the pedal height. The return spring is much longer and hooks at the frame bracket for the cable and also at the cable / brake spindle junction. Best you look at photos of a correct setup to understand better.

whats missing?

Looks to me the brake light switch has been relocated, and the plastic pad is missing. Does the back brake work at all? I see no cable attached to the clevis.

On my 66 CL, the brake pedal rests upward on the footpeg and travels maybe two inches down before engaging the shoes into the drum.

Oh...

Is that the brake cable end dangling in the upper left of the photo? If so, then your brake I assume works. See my photo as bamacl suggested for clarity on what it should look like..

Thanks everyone!!
My brakes do work..But the return spring is gone, the original switch mount is broke/gone and a pull type switch has been relocated . And it works too.. but I'm working on getting it straightened out now

Yes, it appears the frame-tab that holds the switch is missing. For $10 I could remove a tab from one of my 'junk' frames and mail it to you. Simple to have it welded in-place and touch up the paint.

Thanks!!! For now I'm sourcing a switch and we think a mount can be fabbed up, but I will keep that In mind. It just looks like the outer part broke off, probly hit a stump and forced pedal upwards.
From the pics I see, it's just a washer like piece is gone
