Frame Side Grip (Handle)

Here's today's silly question:

How do you keep the side grip/handle on the left side of the frame from moving? I've tightened it as much as I can and even put rubber tape between it and the frame, but it still rotates after putting the bike on the main stand a few times. The parts lists show some sort of packing under it, but that's long gone.

Any suggestions?

I use 600 grit black wet/dry sandpaper.
I cut it 11/2 inch wide then fold it with the grit out.
Wrap it around the frame tube then install handle. ...................lm
