headlamp wiring question

Hello All-

Can anyone help me out with a description of where to attach the small bolt in the green wire coming from my headlamp? Should I ground it? The other end has a 4mm bullet connector and a white tag. There is a similar white tag on a green wire coming from the speedometer.
