I ended up just making them out of rubber from a truck fender liner and some shears...

I think I got them at Home Depot...took the trim rings with me and selected washers I could cut down to fit...

those look better than my somewhat raggedy effort...looking through some old photos, I see the washers go on top of the lower cover, under the trim ring...at least that's where the remains of the old ones were when I took forks apart...
