At the very bottom of the frame, below the centerstand, there is a "U"- shaped tube that sweeps toward the rear, with smaller tubes welded to the ends on each side. Was this for a stock muffler mounting point?

Yes - the early mufflers have a sort of pressed-steel 'claw' that fitted over the small tube at the end of the larger curved tube.....

When you cut those parts off, would you sell them to me? I have a '62 frame which has had them cut off and I would like to put it back to standard.

I've been thinking about re-making them but the curved tubes are also tapered.
