Yes the plumb bob measurement shows the wheel off to the right. About 1/4".

That was my thought as well. The wheel being off to one side, but still parallel to the centreline. Nice to get some corroboration on that, thanks.

Well after various attempts - no success.
Perhaps one of those times when there is wisdom in knowing when to walk away.
Just don't have the skill, equipment or place to be a metal worker.
Purchased a swing arm off E-Bay and am waiting with fingers crossed.

A bit late (maybe a lot late) updating this - sorry about that.
The undamaged swing arm I purchased from E-Bay sorted out the alignment problem.
Again many thanks to everyone who helped me out on this one.
