Frame bracket/clip

On my 66 CA78 frame up by the steering head on the left side, there is bracket/clip by a hole in the frame that the throttle cable and wiring loom come through. What is the bracket designed to support.

The bracket secures the harness and the throttle cable. Run the cable at the bottom of the bracket and send it through the second hole in the frame. Run the harness above the cable and send it through the first hole.

Thank you. I have to re route my throttle cable which is thru the first hole.
