Fork seal installation ?

Type 1 forks - steel sliders.
Do you install the seals in their holders first, then slide the holders up the tubes?
I am worried about damaging the seals getting them over the snap ring grooves.

Tubes and sliders will be together. Slide seal down tube and drive in place with proper sized tool. I have found that leaving the bottom bolt slightly lose can make it easier.

I don't have a bottom bolt.
Type 1 (steel sliders) forks. I just edited my previous post.

I fit the seal to the holder. Put thin tape over the circlip grooves then lube the seal and gently fit the holder from the bottom.
