Is this hub toast?

I took my rear wheel apart today and found this hunk of brake liner missing. The brake shoes were fine. Can this be relined, or will I have to find a new hub?

Not much surface gone...................file / sand the edges..........if your just keeping the bike on the road. May need to clean-out the hub a little more often. I would look for a better hub if doing a restore.

How did it get that way?

Thanks. If it can't be relined somehow, I'll look for a better used hub. I won't use it the way it is.

Based on the overall poor condition of the bike, I can only assume that it got that way from 50+ years of neglect and/or poor maintenance. I've owned it for a bit over 1 month. It won't stay that way.
