Vacuum lines?

I've got a '64 305.

On the back of the heads about half way from the top on either side of the carb are two lines coming out. I assume they're vacuum lines. Yes ? No?

There were no hoses on these outlets when I bought the bike so I'm don't know where they would run too. Where do they run to? Will the bike crank without them?

In the diagram below it's the holes part #13 goes into.
