Removing small bolts from stainless seat trim

These tiny bolts appear to be brass, most are not unscrewing off the nut, and it appears that the entire bolt and nut are turning when I try to remove them. I sprayed some WD40 on them before I started. I cannot begin my seat cover replacement until the stainless piece is removed. Anybody come up with a trick to get these off?
I can only imagine the challenge to reinstall this part! Thanks.

I use a carbide disc on my air tool and grind the nut away.
I then use new screws washers and nuts. ...........lm

Thanks for confirming what I figured I would have to do, lm. I've tried to reuse as many parts as possible as I work on this project but those pieces were not going to be salvagable.
BTW, the cover from SCI was a perfect fit and the seat came out great!
