CL77 burning out bulbs

My 67 CL77 has started blowing headlight&taillight bulbs. First thought was the stock rectifier had gone out so I replaced it with one from retro and replaced bulbs. Fired it up and blew new H/L bulb and taillight. Riding drains battery down also. Battery is a few years old and battery tender brings back up to 12V but B/tender does not click off as red light stays on still charging. Any ideas before I start checking everything?

I'd get a new battery cause it works as a resister when in "good charged" condition. ............lm

Yep, LM is right on again. Installed new battery and replaced bulbs(again) and problem solved. Thank for the help Ed. Buck
