Just wondering about that top hole. I have seen other front fenders close to the tire, yet some much more distance between top of tire and bottom of fender. I would like to move mine down, to get the fender tighter to the tire, so I assume I use that top hole to accomplish this. Currently there is a clip in the first hole (one closest to the ground), which I do not see in any parts manual. Not sure if that is even needed there. Just wondering. Thanks.

The fender stay is not installed correctly.
You will find that were you to remove it and the bottom bolt it will fit as designed. ........lm

Thanks LM, got it corrected and re-installed. Turns out there was an extra hole drilled in between the stock 2 holes.
