Front fender stay bolt up

I am looking for some guidance on bolting up my fender stay. In the picture the stay on the left side of the bike contacts the fork pretty hard before I tighten down on the bolts. Does the brake arm and collar go between the fork and the stay?

Hey Rich,
I own a '66 CL77, and the forks on my bike look nothing like yours. I have about 3/16'' clearance between the stay and the fork. My forks have like two (per side) nuts welded onto the inside centerline of the fork to receive the stay bolts. Your forks look like a different year or model. Did you remove the wheel, fender etc? or are you piecing it together?

Hi Mike,
I am putting together a bike that my brother bought over 25 years ago and took apart with the intention of restoring it. Sadly he never got to. I believe that the forks are correct for the bike but anything is possible. The forks are the aluminum slider version. I believe that I need to put the front brake stopper and associated collar between the stay and fork but I am not 100% sure. I would love a picture of the fender stay and brake stopper arm on a CL with the aluminum fork lowers.
