You got it. The return spring and pin belongs on the large rear arm.

You guys rock!! That's it ... the spring coil is rubbing in the space between the front arm and it's mounting spline and forcing it outward.

Thanks for the axle observation LM!!

Cable was new from Retrobikes.

Spargett: the cable is actually wedged up about 1" above the curved bracket and not resting on it. You can kinda, almost, sorta see it on the middle pic. I played around with all kinds of positions. That felt like the best.

Is the spring pin removable from the outside, or do I need to remove the wheel/drum and get to it from the inside? I pulled the lock nut, but don't see anyway to grab the threaded pin easily.
