Chroming varies from shop to shop. I'd venture a guess and say about $300. But you have to consider they're starting a batch for you. It might not be much more to throw in other parts. It also depends on how much prep work they have to do to the parts.

Decent shaped panels go for around $70 or higher on ebay. You can find them for less but they usually have a small ding or scratches. The mint ones that were freshly chromed were going for $175 each I think.

Here are two others that have relatively low buy it nows. One has a terrible pictures. I emailed the guy about it with no response. The other is just scratched up. Could be the same as yours.

Try Simple Green and a brass brush -- I think you might scratch the surface with that sandpaper and steel wool (even the really soft kind), and brass is softer than chrome, so it shouldn't cause any harm in that regard. The brass brush should get rid of the pitting that's rusted, then you can use a chrome polish with a cloth, then wax it. Another thing I've tried that's not bad is Colonel Brassy.
