I got the head back from the machine shop (boiled out & valve job) and I reassembled everything. All went well, but I find that the new Point Shaft seal seems to be causing a drag on the Point Shaft to where if the motor were running, the weights would not bottom back down at the lower RPM's. In other words, on the bench I can lift the weights and when I release them they still hang up a tad.... Remove the side plate (with seal) and they drop freely. I don't think the side plate is the problem, I measured everything and I should have 0.026" (0.67mm) between the end of the oil spinner, and the inside of the cap and the seal is recessed below that so there should be no binding.
Does this sound like a normal occurrence with this new seal that will loosen up a when the motor gets run? I could pull the seal and see if I still have the same drag, but I would rather wait on that till I get a answer here (don't want to damage the seal pushing it out).

Yup, right you are. After I read what you said I went back and looked at it again and yes, as the motor RPM's drop the drag in the seal is actually insuring that the ignition retards to maintain contact with the weights. Well that was a 2 Hour "Learning Experience". :-) Thanks for the replay George
