'67 CL77 right engine cover

As I cleaned up and repainted my side covers, I noticed a bolt hole in the lower rear of the cover that does not seem to be used on a CL77 or CB77 based on the parts manuals I have and the one CB77 Service manual. The mating hole in the crankcase is tapped with an 8mm thread.

I've attached a couple of pics with the holes pointed out.

What is/was this hole for? I'm surprised that there is no fastener installed in it.

Thanks. I suspected that might be it, but it was not apparent in either the manual or the photos I could find.
