What size are the steering stem ball bearings?
Yes, I did get a spacer. From the instructions that I saw online and on the box, it said to place the spacer on the stem first, and then the lower bearing. My clearance issue is with the threaded upper dust cover making contact with the frame before it makes contact with the upper bearing. The original race has a large elevated section to make contact with the threaded dust cover so it doesn't bottom out on the frame.

A little off topic, but worth mentioning. Do you know what teufel ziege does mean ? Teufel (german) is devil and ziege (german) means goat. If you wrote ziege as siege it would mean occupied or victory (in a nasty way) When you read fast you're some sort of devil who goes for victory, when I first read it I was a little shocked. After world war II some german words are inappropriate, especially for the Dutch. Well known words are Sieg Heil, what means victory of prosperity (cure). Shouting this to Hitler, it meant that he was the cure who would have victory, we all know the lugubrious meaning of these words by now. Wow, are you kidding? A little off topic? I appreciate all your help, but I find your post rather offensive in itself. Please refrain from making any further comparisons between me and Hitler/the Nazis/etc. My screen name comes from the name of delicious microbrewed beer and I use it because I get less spam email with it. I know for a fact that there is NO connection between my screen name and any nomenclature used by hitler's germany. Nice way to publicly humiliate me, brother.
