Camshaft Side Clearance

I'm in the process of reassembling my engine after new rings, a cylinder hone, and new gaskets. I also removed the cam to do some work on one of the fins that needed welding.

I set up the side clearance of the cam while it was off the engine. Put the head on, installed the cam chain, and tightened up both the center locking nut and the nut on the end of the shaft. Now my clearance is gone.

Before I locked both of them down I ran the engine through a few cycles to possibly center the cam and chain.

I'm kinda confused as to how the cam could have much for side clearance after both the center and end nut is tightened.
