Front Wheel /Speedo Gear & Steering Head

I just got my bike back together after a complete tear down and resto and I have 2 problems.
1) I cannot tighten the front axle enough to keep the speedo gear from rotating with the wheel. If I tighten too much the wheel will bind. If it is too loose the speedo gear starts to rotate and messes with the cable.
2) The steering is binding. I reassembled it and got it tight enough to take the slop out but it tends to bind. I loosened it up a bit and it still is binding. Am I missing something here.

FOR THE STEERING HEAD, THIS IS WHAT davo gave me:
Yes, installed and working great! Did you loosen the lower nut as well, or just the top? It may need to be loosened under the top clamp. Correct # of bearings top and bottom?
THE REFERENCE FOR "YES, INSTALLED AND WORKING GREAT" WAS FOR THE TAPERED BEARING SET FOR THE STEERING STEM FROM ALL BALLS BEARING, P# 22-1011. I THINK YOU NEED TO FIND AN ALL BALLS DEALER IN YOUR AREA TO GET THESE. THAT WOULD BE YOUR LOCAL BIKE DEALER.

We just went through this a couple days ago. You need to make sure that the tabs on the speedo drive are lined up with the slots in the hub. Then tighten axle nut to pull axle into fork leg, then tighten pinch bolt.

I just noticed the little tabs myself a few days ago upon a bit of a mock reassembly. Those details will bite you in the ass if you're moving too fast.
