Starter Switch - CA77

Took my switch apart and out fell a broken plastic/fiber washer, which is what I think was causing my starting issue. Can anyone tell be where the washer belongs. Does it go on top of the copper piece or on the top of the spring.

It slides into the groove on the lower housing if it's the part I'm thinking of.
