Does it have a Title? If not, it's a 100% parts bike. If it does, it's a 90% parts bike.

The time/effort/cost/frustration it would take to get that back to decent shape is significant, and the smaller Dreams just aren't that valuable. If you found one that was in super nice shape, for twice that price, it might be worth picking up.

If it was something really unusual or desirable it could be worth getting, but for that price you can do a lot better.

It's just too much for what it is and the condition it's in.
