Fork Rib (chrome ring) Question

More stupid questions. I guess if I'd paid more attention taking the thing apart I wouldn't be in this situation!!
The chrome fork ribs that fit between the upper and lower covers -- which side is up on these things? And the rubber packing, does that go on the bottom, or the top? (I know when I took the forks apart that the rubber packing was missing.)
Any help out there?

It's a 1966 Super Hawk with TypeII forks -- suppose knowing that would have helped!

A couple of photos to illustrate what I'm talking about.
These chrome ribs fit between the headlight ears, or upper covers, and the lower covers.
Now, which way is up? I can see a groove where the rubber ring should go, and it looks like it should be placed against the lower cover -- is that correct?

Sorry folks but I blew this as the rubber goes down because the tube cover at the bottom has a flat metal top and the head light ear part is only a cone.
SO THE RUBBER GOES DOWN. . ...............emo
