CA78 - Can't get the Old Girl started - Timing Issue?

Totally cleaned the carburetor jets, installed new float needle valve set and new gaskets. The one thing that was a bit unusual in the carb was the floats. One of them had a dent in it. It is not leaking but I have begun to wonder if it may possibly have an effect on the fuel supply.
At this point I'm sure that the timing is pretty much right on. When I do get it started by injecting gas into the cylinder directly the engine idle is pretty smooth.
Any thoughts on the dented float and its effect are appreciated.

I think I solved the problem. Took the carburetor apart to see what was up and discovered that one of the floats was about half full of gas.

What I don't get is why the overflow didn't have gas flowing out if the one float was heavy with fuel. Maybe because one was buoyant and the other was heavy there was not enough weight to sink the two floats.

Also, why would gas not get to the engine to fire?

Ordered new floats from McDowell. We'll try it again next week when the new floats arrive.

Usually a sinking float has the opposite effect, it causes the carb to overflow. Could the float be hanging up on the bowl gasket. I usually bend the floats in a bit, towards the jets.
