CL77 Stering Stem Stack-up

I am in the process of assembling the front end of my CL77 and have a question on the steering stem stack up. When I get everything together the fork top bridge does not seem to want to sit tight against the steering stem lock nut. The pictures below shows my current situation. I am afraid to just crank down on the retaining nut and it also looks like the stem will bottom out in the nut before it tightens on the top bridge. I have looked at the parts book I have and it’s confusing so I am looking for a little help from one of the experts. What am I missing if anything?

lower the fork tubes and check to see if the fork top bridge seats properly.

The tubes don't seem to be the issue since I can slide them in the lower triple tree to meet the bridge. The fork covers (and fork cover caps) are preventing the bridge from dropping all the way down. It appears the fork covers are not in the “right” position but when I look at the lower triple tree they appear to be about where they should. That’s what leads me to think I am missing something in my steering stem stack-up. I do question if the fork cover caps are the problem. The old caps I found for the bike have a rubber ring with a steel “washer” on the inside of them that bears against the edge of the fork cover when installed. I am curious if the rubber is correct or should be omitted. The caps I bought from Ohio cycle do not have the rubber but I assumed that it should be there and removed it from the old caps and put it in the new ones.

There are early and late fork rings. could the forks be bent?

Do you know if the late fork cover caps are supposed to have a rubber cushion under them? I ordered the caps for the later forks from Ohio and they didn’t come with the rubber cushion so maybe it isn’t supposed to be used.

If the forks are bent you might hear my head explode. I don't think I could take that news but I'll check tonight to make sure.

Dose the cl 77 have the same plate (fork top bridge) under the bar holders as the ca 77 ?
If so it looks like that is missing

Do the chrome caps at the H/L ears fit OVER the edge?
If not ya have the early issue and need the later issue. .............lm
