Well, I guess the good old boys (and girls) at the Louisiana DMV thought they could wear me down.... WRONG!!!
After applying on 11-10-10 and several phone calls to various uninterested people, I finally received the registration for my 1967 M/C license plate today!!!!!!!!
Another long term project for my '67 CL77 completed..... didn't start out as a long term project but it sure morphed into one.

Gee, I would not expect the southern states to be full of more red tape than the Peoples Republic of New York. But getting a vintage plate registered for your bike is a snap as long as the number has not been already registered. You just bring it down to DMV and wait in line with the rest of the poor souls at the mercy of public employees.

Looking good!

Haven't been able to locate a 66 WV plate yet, so I got a regular vintage plate in the meantime.

The vintage plate developed a nasty crack thru the mount hole from the vibration before I noticed it!

Maybe this problem is confined to the Dreams, (like cracked rear fender syndrome?), but you might want to keep an eye on it.

I ended up insulating the plate with some rubber washers.

It wasn't so much red tape Rob as it was a classic case of career bureaucrats unwilling to take on a little responsibility.... in this case work around a glitch in their computer coding system for antique plate apps.
It was amazing how quickly they figured it out though AND called me back with an update when I told the supervisor that my next call was going to be to my State Representative.
Bureaucrats hate it when their fiefdoms are threatened.

Great idea about the rubber washers Brew, that plate deserves a little extra love!

You could probaby find a pair of grommets that would fit the plate holes and then slip a couple of bushings thru them and use 10-32 screws and locknuts to hold the plate on. Might need fender washers on the plate bracket since it is really sized for 6mm or 1/4 bolts. But that would completely isolate the plate. Will probably do it with mine when I run out of more pressing things to finish on the bike.

I bought four of those thin, stiff rubber fender washers from Harry's Ace and sandwiched the plate with them.... worked great.

Or, cut a backing plate the same size as the liscense plate, either aluminum or thin steel, and use all 4 bolt holes.
