Whatever plug gap you use, the points gap should be half.

Yes, its basically true. But of course there is some tolerance. Thats why a range is given. The gap determines the travel time of the spark, both in the points and in the plugs. It's not instantaneous. But yes, generally follow that rule. If you are using a plug gap at the small end of the range (.024-.028), use a point gap of .012. Vice versa if you use a plug gap at the other end of the range .028, point gap = .014.
