Thank you very much, Dianne. I appreciate your help. I did get it reinstalled. Here's what I did:
I installed the shaft and washer into the the port cover. With one finger, I held the oil filter inside the engine case cover so that the chain stayed on the sprocket, then slipped the shaft into the oil filter and holding the tension on the chain with the cover, aligned it and popped it into place. It went so smoothly that I doubted myself and took it off again to check the chain. It was ok. The assembly went just as quickly and smoothly the second time.
I'm learning.
