All that wire is there for a reason, I would suspect. Now it could be the PO happened to find it loose once and could not sleep at night without putting that wad of wire on it. The other possibility is the threaded hole or bolt is stripped or nearly stripped and the wire is intended to keep it in place.

So, it may turn out to be a non-issue or be a little more involved and require a thread insert repair.

After finding this, I'd be inclinded to pull the cover off the other side to see what might be lurking in there. You know, as in..... tick, tick, tick....

Washer too - number 25 in the breakdown.

That washer is at the filter shaft not the chain tensioner. .....lm

??? The primary chain tensioner is shown on the "Upper and Lower Crankcase" diagram. I looked in CB, CL, and CA books and they all show a washer. A washer between the tensioner arm and the inside of the hex makes sense anyway.

I have taken more than my share of these engines apart (+-50) and have yet to find any type of washer at that location.
I do see it shown in the parts book as you say.
So I went to my barn and looked at 3 engines I have removed the clutch cover from but not any other parts in that area.
None of them has a washer at that location.
Notice no lock washer at bolt #36.
?????????????????. ...........lm

Here's a CB77 engine that I don't think was ever tinkered with before I took the cover off. It had a 6mm flat washer at that location. I did take a look at pictures of my Dream engine when I replaced the clutch and it did not have a washer there.

It is indeed a little mysterious that there are no lock washers called out inside the left case, but there are on the axle for the cam chain wheel. Same steel bolt going into aluminum.

In general, I would not have a moving/rotating part bearing against the inside of a hex-head bolt unless there was a washer face on that bolt.
