Cl77 - Torque settings for head

I am currently in the process of putting the head back on the motor, but wasn't sure what the proper torque settings were for this.
Also the two studs that hold the head to the jug seem to have gone missing (my bad for not putting them in a bag and labeling it), the parts manual shows these to be 92700-06035. I have found some on ebay but don't want to pay the added hopping if I can avoid it. Would a honda dealer be able to get these or possibly have them in stock? Once I find them what do these need to be torqued at?

I doubt your local Honda dealer would have these, but you can check Ohio Cycle, Nick there may have what you need. Doing a search in this forum, the torque value would be 21. Some say ride it for a short while and retorque.

Found some bolts online. Head is back on the motor.
Question I have is, what is the torque pattern? I've heard inside outside in a criss cross pattern, but is there a specific point to start?
Also saw on here that someone said 16 was the torque setting?
Is there a range of pressures that it can be set at?
Also just want to make sure that it's foot pounds of pressure.
