Bolts. Lock washers, lock-tight or what?

Hi, I am just getting ready to put my engine back together and I am wondering about the safety of the four bolts securing the plates under the crank on the bottom case half. They didn't have anything (safety wise) to begin with so I am wondering if the steele on aluminum friction is enough to hold them in place or if I should put some loc-tight on them or what. Also, what's the torque value?

Jethro, about 7 foot lbs. I've never Loctited them, but I guess it wouldn't hurt to put a dab of blue on the threads, no washers.
