cam chain sprocket loose

So I've been hearing a lot about noise from the advance arms on the cam sprocket and I'm about to put the head and cam back on my superhawk and noticed some slack in the sprocket and also in the pivot pins for the advance arms. Seems like welding the sprocket to the backing plate is a fix, what about the pins? Peen down the rivets or weld them too? And what about this neoprene thing..I can't see any sign of neoprene anywhere, where is it supposed to be? Is it replaceable? Thanks.
