I got some good quality reproduction buckles and hardware from John Torr in the UK (j.torr@tesco.net). Never seen good ones come up on ebay. The chrome trim comes up pretty regularly on ebay but you usually have to buy a crappy seat with it. I have lots of the small screws and nuts to attach it. Let me know if you need some.

Gents, are the buckles on the early CL72 seat the same? Scram64
