yes they do, but apparently many countries wont recognize Philippine Money Orders or even Checkes. Philippine banks wont issue Telegraphic transfers from a person to a business. it must be from person to person or business to business. and then I have to open a US$ account with the bank and have a maintaining balance of $500.
Because Philippines is so corrupt many countries wont recognize their currency.
I mainly use Paypal.
Anyway I bought a fuel tank with good Kneepads on Ebay, but it still would of been good to be able to buy from Ohio as I please
