I am at a loss, I thought it was low compression but

Have you checked that the three starter clutch screws, on the inside face of the rotor, are fully tightened and 'staked'?

Hey Steve, what do you mean by "staked"? The 3 screws seemed good to me, screwed in slightly further than flush with the cover

Silver, staking is a process used to keep screws from backing out. I use a small center punch or sometimes a chisel to smack a dent in between the threads and the screw. It doesn't take much to keep the screw in place..................D

In the case of the rotor ya will see where HONDA used a sharp tool and hammered a line across the side of the flat head screw at the edge which is in contact with the tapered screw hole in the rotor.
And did 2 sides 90 degrees across. ...............lm
