What is wrong with the rotor/starter clutch below? Why would the screws be so offset from the access hole?

Are they loose?. .....lm

The ebay seller said no, not loose. But they look like they were at some point and the starter clutch has slipped to the side. Don't know how that could happen as those screws are gorilla tight and I barely could get them loose without ruining the phillips head.
