lube the theads/nipples. tighten to snug. true the wheel, then make the spokes"sing". crank em up . tap the spokes with your spoke wrench. It's not important what the torque is, so long as they all sound the same and are tight.
I recently got a set of spokes from buchanans. they neglected to send the lube. I called and asked if they could supply me. they said no problem, but if I wanted to make my own, theirs is simply wheel grease thinned with motor oil. that's what I have been using ever since.
