staked crank seal

I'm new to hondas , but familiar with bikes and just adding one to my personal collection of bikes from my youth, ( yes I am retired). This early cl77 engine seems untouched in everything I have examined so far, but what I ran into today has me a bit baffled. In pulling out the seals on the right side I noticed that the crank seal was the easiest one to extract. I also see that it had been weeping oil. What seems strange is that there are two stake marks 180 degrees apart, like how one would put dimples into the aluminum to deform it and keep the seal in place. What I am trying to assess is whether this was done at the factory to accommodate a mis machined bore or done later in life. I measured the bore to be 2.550 minus taper. The extracted seal measured about .005 larger, and the new seal I will install measures about .015 larger.
I'll start by restoring the inner diameter where these stakes deformed the surface. What I am pondering is if instead of smearing a bit of grease on the lip of the seal prior to installation, if it was machined incorrectly maybe I should use some flexible gasket seal on the perimeter if it in fact needs additional help to stay in place.

There will not be a mismatched bore on that engine unless a previous owner did it.
What you may do is use a sharp knife cut a small angle to the outside edge of the seal area.
Clean and dry, tap a new seal into the engine as that seal has a metal inner. .................lm
