That is a gorgeous little machine. I wish there were more info on it.

Did anyone play the racing vid that is below the photo on FB. Takes big cojones to race on a track lined with cheese graters and chainlink fence.

Not sure, but based on some of the signs and the canal, looks like Holland.

It's a CBR250R MC19 engine fitted in a CB72/7 frame, not a 'Factory build' the engine is often used to build RC162 replicas.
