Daft question of the day/week re: Bent fenders...

As I am quite new to the restoration of my C78, I have a question which may seem obvious to most but not to me. What is it about the design of the bottom edge of the front and rear fenders/frame which so often results in the fender being badly bent. Is there some way that I can avoid this from happening once my restoration is complete? Thanks in advance for any input you might have. Cheers!

It seems to happen when people ride off a curb. The front wheel drops down and the rear of the fender strikes the edge.
