DMV back fees

My brother's CL77 has $800 in California back fees. If I sell it to a friend in the state of Washington, will he have to pay those fees? What if it's sold with no title? Is it hard to obtain a title in Washington?

I tried bringing in an out of state vehicle to California that had back fees and no title. DMV was going to assess me those fees. Hopefully that was just a California $$$ strapped policy. Washington may be different.

The no title requirement was that I would have to mail off to the state that did hold the title and request a duplicate and send them a "Bill of Sale" with that request. More $$$! Needless to say, I passed on the vehicle. Here is a link to Washington State DMV, it mentions what the requirement is for no title. I couldn't locate anything about deliquent out of state fees. Sorry. Hope it works out for you.

to bring an out of state vehicle into Wa and register it here, no inspections are required, but the title must be clear. I.E. no liens. I don't know what Ca. would have done to the title regarding back fees.
Wa. does have a no title/lost title process where you can get a registration only and after a three year period, they will issue a title. during the three years the vehicle is registered for the road, it can be sold,and used just like any other rig. of course, if someone comes along during the three years and says"that's my bike that was stolen ten years back" and a vin# check confirms this with DMV, the state patrol will take the bike. I have a couple bikes on this program right now, and have had a couple go full term with no issues, I got the title.
