Just picked up a used CL77 damper for my CB77. The piston kind. It was a buy it now on ebay for $35 so I couldn't pass it up. It does have resistance but it seems as if it's all toward the extremities. Basically, if I start with the piston all the way out and push in, it gets easy for a second toward the middle of the stroke and then firms up again. Not sure if the center has just been worn from the steering being mostly straight or if it is suppose to be like this.
Also, is there any way to rebuild/refurbish these things?

Yes, there is a way to refurbish them -- you have to carefully remove the rubber boot, and then the cap on the end is crimped. It should unscrew (once you uncrimp it!), then you can do whatever you need to do. Might want to double check whether you need to go through the trouble though!
Two additional things: If you don't already have it, you will need to replace the front motor mount, as that's where the one end of the steering damper attaches. As well, you'll need to devise a bolt for the other end (I'm assuming you have the threaded hole in your lower triple tree?) -- it's a headless bolt that's drilled at one end to accommodate a castle nut and a little cotter pin (that's to do it the 'proper' way). It is not available as a separate part, and the ones that are usually on the CL77's are welded in there, so you'll need to work something out. You may also want to consider replacing the rubber bushings for each end, if they are all dried up (there is also a metal collar that goes inside the rubber bushings, if I remember correctly).
