Removing steering top and bottom

I am attempting to get the steering stem out of my 1966 Honda dream 305 so it can all go to paint. I can't seem to remove the steering top and bottom (will call them the ball bearing holders to make it easy) It seems the grease becomes a glue after 40 years or something else. I'll post a pic. if needed, but has anyone ran into this and if so, how's the best way to get it out.
