You mentioned that if you “opened the choke” when the bike was warm, “it rev’s high”.
Choke closed limits the air intake for cold starting. Once started, depending on the carb characteristics, the choke should fully opened for normal operation, and this shouldn’t take but several minutes. You may be doing everything right, but I want to be sure I understand your trouble.
I might also add these thoughts;
*Possible the carb slide is installed backwards (and sticks open)? That high revving due to opening the choke makes me think of that.
*How many turns out from a gently seated air screw do you have it? 1-1/2 turns maybe?
Carb adjustments, if you don’t have a manual, can be found on the good old internet if you’re short of information.
