Installing the front fencer

I bought a '66 Superhawk that had a "shorty" front fender. It was easy to get off. Now I'm trying to install a factory full length fender and I can't get it on. It won't slip over the tire because it binds between the forks. It seems I will need to remove the front wheel/tire, raise the bike and bring the fender up from the bottom. Somebody please tell me what to do.

By the way, the shorty fender is in near showroom condition. I won't be needing it. I'll let it go cheap. Presently, it's a custom blue color.

I took my full size front fender off my cb77 yesterday and didn’t remove the wheel so I assume it should go back on the same way.
