Why have I lose Center Stand bolts twice?

Does the stand move freely now?. ........lm

Yes it does. It doesn't spring back really fast but it moves smoothly.

That's good news.
Any chance the first shoulder bolts didn't have a long enough shoulder and pinched the stand to the frame?.

I'm not really sure on that. I didn't install the first one, the previous owner did, and he ran it for 450 miles before it rattled out. Anyhow, the right side bolt doesn't have a washer on it, but it's on there good and tight so i didn't mess with it. It's got a cotter pin though, so I'll notice if it gets loose before I lose it.

I bet with a washer that side would soften up and the stand would "snap" back up more forcefully, it's just not really a concern for me to be honest.
