Leaky Gas Cap

I removed my gas cap the other day and the paint was peeling back from the tank. Even the old paint all the way down to the bare metal. I replaced the gasket with a new rubber one. The tank isnt that full. I have only ridden it a couple of miles since I brought it back from the dead. My cap has two small holes underneath on the outside edge. The gasket doesnt cover these. Any ideas?

They're vent holes so the tank can flow fuel. Unfortunatelly they need to be there, or bike won't run for long. One hole is stock, and most of us drill a second directly across from it when we have venting problems.
