Holes in mufflers

On my CA77 there are a couple of holes in the underside of both mufflers but they look like a drilled hole. Are they supposed to be there? Plus one muffler is rattley inside, do these have a baffle in them that can tightened or removed.

The mufflers come that way, with weep holes in them, to drain moisture out.
